In your second community survey, you asked whether or not dealing with griefers/harassers/etc. is best handled with vote kick or reporting. The second option is not a valid choice until you decide to fix the History tool so it actually records full matches every time. Until that happens, it is rarely possible to submit reports as the incident probably isn't recorded.
