Somehow we must be able to convert a truck that already is in game to a tow truck. It's so much fun. I've tried with some workshop mod, URAL NEXT. Or even a trailer. Tow trucks are fun, gives you something to do.

that's what the winch is for, but if we had to have one, we can just have a flat bed to haul the broken vehicle around.
