Very bad performance and hit registration issues

Specs:
*i5 3570K 4.2 GHz
*16GB RAM DDR3
*GTX 970 OC
*Windows 10 1803
*1920x1080p 75Hz monitor

-45-52 fps on low settings, most of the times, barely hitting over 60 fps indoors on some maps.

-Very low GPU usage on Nvidia cards/ 100% CPU usage (played other unreal engine 4 games like PUBG and the GPU was always on 100% usage).

-Hit reg issues-> took 5-6 bullets to kill a target or sometimes even more and the enemy is able to flee away.

-Mouse acceleration turned on by default??

1050Ti

It seems to be, that the game isn't optimized for sub 1000 NVidia series. 1050Ti 4GB VRAM, Xeon E3-1230 v3, 16 GB DDR3 RAM. Stable between 37 and 48 fps on very high@1080p.

Actually it seems like the game is unnecessarily heavy on the cpu. You can see for yourself that the cpu is maxed out but not the gpu. I have seen a guy with a 1080 ti and an i5 6600k have terrible performance and someone else with an rx 480 and a ryzen 7 with 80+fps. It is the cpu that is the problem, not the gpu's that are not optimised

I've had issues with hitreg as well: several times now I've emptied a G36 mag into a bot almost point-blank and did nothing to them. Also happened with an SVD.

CPU does seem important, I've got a i7-4790k with just a gtx970 and I've been getting 60-100 fps consistently. All of my cores are hovering around 30-50% in game.
