I've tried every single thing i saw on the internet, and still can't stop the stuttering, its literally unplayable. Any other suggestion? Specs: i5-4690k, GTX960 2GB, 16gb RAM. The fps is not the issue here, I have rather good fps, its the stuttering thats killing the experience for me.
Tried:

*Deleting config files.

*Turning off/low texture streaming.

*Moving the game to SSD.

*Custom config files I read somewhere.

*Setting fullscreen, borderless fullscreen.

*Updating nvidia drivers.

I'm gonna go out on a limb here and say it is your vRam holding you back. I may be wrong but I noticed that with my card - 1060 6GB - it uses all of the vRam.

I noticed the stuttering did reduce for me when I upgraded from 8GB to 16GB ram. But I see you have 16.
