I tried the Necron campaign, and noticed that nowhere in the overlay on the campaign map does it show your total income (whether negative or positive) - I was only able to see the amount of cash I had when entering the "Add ship" section.

Am I missing something obvious, is it intentional, or is it a bug?

Seems like a bug/ issue om your end. I can see income just fine att same place as imp. Campaign.
