I am not able to complete the quest "Coin Guard Merchandise". I have completed all steps and when I go and talk with the coin quartermaster he is happy that I have done what he has said but the quest does not complete. Does anyone else have a similar issue? What can be done in this case?

Double check the quest and see if it tells you to report to the quartermaster in “New” Serene. If so, you just need to advance the main story a teeny bit more

Yes it was exactly that... Noticed it kind of late... Quest is completed now...
