I've noticed that when you reload with no mag in the gun but one in the chamber, the bolt/slide locks back (taking into account if the gun has a bolt hold open device like M16 and pistols).

This is incorrect. When there is no empty mag in the gun to engage the bolt hold open, the bolt/slide should stay closed after that last chambered round is fired.
