My level just reached 22 but the observer and commander are not unlocked. Could you give a solution to this?

Maybe you are not such a good observer as you think you are... That title includes a lot of responsibility and you have to be correct to be a good observer, because otherwise your observations could have a negative influence on others or yourself.

maybe you have to do the tutorial it's under "Local play"
