Is Hard Mode feature locked at this point?

I never got a response asking about it under the patch notes threads, so figured it might be worth asking in a separate thread.

There's been plenty of discussion about what we all think might improve/balance/complement Hard Mode as it currently stands on the PTS.

Can any of you lovely dev-people tell us - is Hard Mode, as it currently exists on the PTS, essentially feature-locked at this point?
That is - is it only having bug-fixing, exploit-plugging and balance-tweaks done in the run-up to Phase 4 official rollout? Or are you still considering broader feature additions?
