I can understand, that the winch is only working when the engine is running. Otherwise it would be way to easy.

But why is the steering not working at all, when your truck is in a position, that the engine stalls? If you just turn off the engine, steering is slower, but still possible. What's the difference between a switched off and a stalled engine? Even with missing power steering, you should be able to turn the wheels and it shouldn't matter if the truck is upside down.

I really prefer the old behaviour, where you could steer at any time. Just make it slower when the engine is off.
