The issue is related to the Vertical sync.

Please turn on Vertical sync or try Adaptive Vertical sync from the NVIDIA Control Panel:
https://www.geforce.com/hardware/technology/adaptive-vsync/technology

1. Right click on the background of the Windows Desktop and click NVIDIA Control Panel.
2. Click Manage 3D settings under 3D Settings from Select a Task....
3. Set Vertical sync to Adaptive under Global Settings tab.
4. Click the button Apply (bottom right) then close the NVIDIA Control Panel.
5. Test.

I tried the Adaptive Vertical sync from the NVIDIA Control Panel solution, but the problem persist. I tried to change the Vertical sync config to active, fast, etc. Same problem.
