@zucchini Yeah, each individual shot felt "punchier" to me in ins2, but recoil patterns were still manageable. Not sure.
It appears vertical/horizontal recoil was increased significantly with this major update, particularly with 5.56 guns e.g. M4's, M16's, G36's, etc. Even in CQB, it is now incredibly difficult to tag my targets. I don't feel I have any REAL control over my firearm, and no confidence in where my shots may land. I know a few others have expressed this opinion, but what do you guys think?

I don't even blame you for refunding the game. I am personally enjoying it and will be sticking with it, but I can understand not wanting to invest atm even with the delay. However, making an entire post saying, "Attention everyone, I am now refunding this game" is pretty pointless. The problems you are having with the game are completely legitimate, and they should be reported on when they happen. So do that and refund quietly. Do you think the devs don't see loss in profit when someone refunds, so you feel like you need to tell them? Or that if you "attach a face to the purchase", they'll take further measures to fix the game?
All this does is stir up fire in the community. The devs won't work any more or less based on your refund. They want to make the best game they can without players making ultimatums. Like I said, feedback is wanted. Posts like this don't do anything for anyone except op
Although the running vests with pants is new for me, I've had issues with guns not appearing at the beginning of matches for varying lengths of times. Usually between 5 and 45 seconds. I'm sure it's happened to others and it isn't really a priority, but thought I'd report it here.

Yeah, that seemed to clearly be a headshot as well. I wish we had some clarification on when the server gets the information it needs to validate all the moving parts. Whatever the issue is, it's far too common. I'll try to get some more clips, but I'm having more problems with stationary targets than anything else.
Just 2 examples of a problem I am still experiencing often.
The first portion is more cut and dry. At the very least, two of my shots with an SVD landed on the enemies torso. Perhaps even more. The second part you'll need to count the shells for shots hit, as sound isn't perfectly synced in the Recaps. I counted 4-5 hits which may not seem like a lot on heavy armor, but that was about the TTK prior to the nerfing of armor. I began to switch targets assuming the enemy would go down. Maybe I'm just too used to Ins2, but I'm not sure.
There may still be problems with hit reg, information loss, damage models, etc. Whatever it is, I hope it gets sorted out soon. Let me know if you're experiencing problems as well.
Yeah, still get frequent stutters and frame drops in excess of 30.

Probably a combination of the game's unoptimization and your hardware. The 960m is quite a bit worse in terms of performance than a GTX 950. It's a lack luster mobile card and isn't helped by having what most would consider a nominal amount of RAM. Sufficient for some games, but the standard is getting higher.
Having said that, you should be able to run this game on lower settings when everything gets padded out. I don't believe they've released the min/required specs yet, but I imagine you'll be okay.
