Maybe it's not a glitch and it's a feature to nerf the hipfire.
No freeaim-game in existence since OFP in 2001 have resorted to anything like this. And it really doesn't even work "nerfing" hipfire, it just ruins the feel of the game for no reason.
This deadzone in the center of the screen feels absolutely terrible. It makes hipfire and moving the camera in general feel sluggish. Snapping to targets before going ADS is unintuitive because of it. This should be a priority fix as this is the kind of fault that can drive people away from the game.
I hope the devs are aware of that. I've read enough complaints about how the game feels wrong that could at least partially be blamed on this. This is as important as performance stutters. Maybe more.
I agree, for me this is more important than performance stutters for now, as performance has been on an acceptable level since christmas. But this ruins the play feel extremely effectively. Simply just don't feel like playing when the deadzone is there.

Edit - While many things were fixed and added, for me the performance has gone back to alpha type stuttering and hiccups. I have had several hiccups on multiple play sessions that made me think the game froze or crashed and was stuck in that last moment in game. I checked task manager to see if maybe a scan was running but I have run those quite often in the past while gaming with little to no issues; in fact half the time I didnt even know they were going. I have tried 4k and 1440 on all settings from low to maxed and it happens no matter what (the stuttering.) I have already sent a dxdiag in an email but if you need another let me know.
KB4482887 windows update degrades performance, make sure you delete it if it has installed on your PC.
@chaton This issue happens regardless of mouse sensitivity or configuration. The issue is with the hipfire mechanic itself.
It seems as though the weapon's sensitivity doesn't change, but for some reason the camera sensitivity has this drop once the weapon reaches this middle zone.
We still need more details regarding this issue.
Can you tell us what your mouse DPI, Windows mouse sensitivity and in-game mouse sensitivity are, please?
800 dpi, in-game 0.25 sensitivity, Windows 6/11 sensitivity & enhanced precision off.
Naturally the lower your mouse sensitivity is, the more noticeable it is, as you don't go past the mid so fast...
