Yup, experiencing very similar issues here. Also 8GB RAM and VRAM. Sometimes even the weapons don't load in when switching to spectator view.
Having similar issues happening to me (midrange CPU i5-3470 3.2GHz and high-ish-range GPU GTX 1070 SC).
First I absolutely HAD to put the game on an SSD. Otherwise the guns/limbs or world textures just weren't there almost 20-30% of the time. When I put it on an SSD It dropped to only around 5% of the time, but still happens.
However stutters are still present, lower graphics don't really make a difference.
I've had 2 friends that I really hyped for this game that ended up refunding it cause they couldn't stand it. I kept it because I enjoy the gameplay but the performance is horrible.

Huh, thanks. I thought the f.lux being disabled and the game minimizing on tabbing out was inherently fullscreen related. Thanks for the reply.
Mind me asking why the non exclusive fullscreen mode was chosen?
Yes it did get fixed, thanks! However the picture in picture (which I would like to use) is still blurry/fuzzy. I will try to upload a high quality video shortly to explain what I mean.
When I set game to fullscreen:
- list itemf.lux still works (which disables in every fullscreen game)
- Nvidia Shadowplay only picks up the game as "Desktop"
- Tabbing out only results in a brief pause like other games do in fullscreen mode, but doesn't actually minimize, just brings other windows to the front, like it's windowed borderless.
I've only seen it happen when in spectate mode (but I've seen it happening multiple times)

You can see how misaligned the "Normal" setting is, and the "Picture in picture" is really blurry, it shows more when moving it, will try to upload a video.
It'd be super useful (even essential, I'd say) to have compass directions on the map, at the very least have an arrow pointing north. Couldn't see that in maps.
Even orient the map to always point north, is my preference, maybe some people will disagree to that.
